Our Attorneys


Ilana has been the firm’s managing partner since 2004. Having focused her practice exclusively on immigration matters for her entire career, Ilana has developed an expertise in helping large and small corporations address their immigration needs. Ilana has held a number of roles within the AILA organizations over the years, including roles within AILA’s California Service Center Liaison Committee, Distance Learning Committee, L-1 Visa Taskforce, and the USCIS Benefits Liaison Committee. Ilana has been an invited speaker to several national and regional conferences. She recently authored “Hiring International Workers in Today’s Economy: New Challenges and Strategies” to Aspatore’s 2010 edition of Employing International Workers. Ilana has received accolades from several directories to legal counsel, including Martindale-Hubbell® and Chambers USA..

Atessa has been a partner at Jackson & Hertogs since April 2013 and an associate/senior associate since July 2000. She was previously an associate at Maggio & Kattar in Washington, D.C. from 1996 to 2000. She has held several volunteer roles within the American Immigration Lawyers Association (AILA) during her career. For AILA’s Northern California Chapter, she has served as Chair, Vice-Chair, Treasurer, U.S. Citizenship & Immigration Service (USCIS) liaison. On a national level, Atessa served on AILA’s USCIS Headquarters and Benefits, Administrative Appeals Office (AAO), and Department of Labor (DOL) liaison committee. In addition, Atessa has served on AILA’s Business Immigration Advocacy, Issues, and Due Process & Civil Liberties committees, as well as several conference committees. She has served on both a chapter level and national level as a Customs & Border Protection (CBP) liaison.

Atessa has served as a board member of the Iranian American Bar Association Northern California chapter from 2009 to 2016, and served as President of the chapter 2014-2015.

Daniel has been a partner with the firm since 2013. He has spent several years researching and publishing on corporate immigration matters for a variety of publications. Daniel serves on the Editorial Board of Bender’s Immigration Bulletin, a LexisNexis® periodical providing news and analysis to immigration lawyers nationwide. His articles have appeared in publications, including the LexisNexis® publication Bender’s Immigration Bulletin, Nolo Press, and the Stanford Law and Policy Review. He has received the Martindale-Hubbell® directory’s highest rating (“AV”), and is listed within its Bar Register of Pre-Eminent Lawyers, as well as the Chambers USA guide to corporate immigration counsel. A long-standing and active member of AILA, Daniel is regularly invited to speak at both national and state AILA conferences, and he is currently an active member of AILA’s National Customs & Border Protection Liaison Committee. Daniel is an active participant in AILA’s Military Assistance Program, which provides free legal representation to military members and their families. He also mentors attorneys providing pro bono assistance to asylum seekers through the Lawyers Committee for Civil Rights.

Julia received her Bachelor of Laws degree (L.L.B) from the University of Ottawa and her Bachelor of Arts degree from the University of Toronto. She is a licensed member of the California State Bar and the Law Society of Upper Canada (Province of Ontario, Canada). Julia initially joined Jackson & Hertogs in February 2014 and rejoined the firm in October 2016 as a Senior Associate. Prior to joining Jackson & Hertogs in 2014, Julia worked for four years practicing both U.S. and Canadian immigration law at Darren Silver & Associates and Sinnott Law Group. From March 2015 to October 2016, she was an Associate with Berry Appleman & Leiden in London and San Francisco working in their Global group. Julia’s expertise is in a variety of US immigration areas including EB-1, NIW, O-1, L-1, TN and EB-5 and she has a varied practice in managing global immigration matters.

Chrystal C. Green completed her Bachelor of Arts (B.A.) degree in Montreal, Quebec, Canada at McGill University where she majored in psychology. She also completed a Bachelor of Laws (LL.B) in Ottawa, Ontario, Canada at the University of Ottawa’s French Common Law Section. After articling, Chrystal then completed her Master of Laws degree (LL.M) in Washington, D.C. at the Howard University School of Law, where she concentrated on comparative law. Licensed to practice in both the United States and in Canada, Chrystal is a member of the Law Society of Upper Canada, the California State Bar, the American Bar Association, and the Canadian American Bar Association. She speaks both English and French, and has practiced in both countries in both languages.


As one who is admitted to practice law in two countries, Chrystal has assisted clients with immigrating to both the United States and to Canada. Moreover, she has acquired several years of experience and an ever-growing expertise in the complex area of EB-5 investment immigration to the United States. As such, she has had extensive exposure to all investment immigration related petitions and applications, from the establishment of regional centers, to the filing of individual immigrant investor petitions, all the way to the filing of the removal of the conditions on permanent residence, all while assisting clients with other concurrent immigration needs. Given this experience, she published an article on EB5Investors.com in May 2013 which explored various issues relating to immigrant investor petitions within standard immigrant investment projects.  Chrystal originally joined the firm in 2015 as an Associate. In December 2021, she became a Senior Associate with the firm.

Brian rejoined Jackson & Hertogs in 2021 as an Associate Attorney after graduating cum laude from the University of California, Hastings College of the Law. During law school, Brian served as an Editor for Hastings Law Journal (HLJ) and served on the board for the Asian Pacific American Law Students Association (APALSA). He also worked as a Summer Law Clerk for Minami Tamaki LLP where he focused on business immigration matters and conducted legal research in other areas of the law.


Prior to attending law school, Brian accumulated more than five years of business immigration experience as a paralegal, having worked for law firms including Jackson & Hertogs, Fragomen, and Berry Appleman & Leiden LLP.
