On January 24, 2003, we reported that INS had reduced its filing fees for all petitions and applications.  See our news article entitled "INS Announces New Filing Fees, But for How Long?"  On February 14, 2003, Congress passed an omnibus bill, H.R. Res. 2, which includes a provision restoring the previous surcharge resulting in the return to the prior fee structure.  The restoration is not retroactive.  The President is expected to sign the bill shortly. 

Note that the new fees that took effect on January 24, 2003 remain in effect until the President signs the new legislation and a new Federal Register Notice is published.   We will post another announcement when the Notice is published.
